Use &#rrggbb for most Bukkit/Spigot/Paper plugins like EssentialsX Chat or DeluxeChat. Use MiniMessage formats on Paper 1.18+ or plugins with MiniMessage support. Use the JSON text component with /tellraw on vanilla servers, and {#rrggbb} on plugins that support that syntax.
Hex colours were added in Minecraft 1.16 (June 2020). On older versions the colour codes will not render and players will see the raw codes.
It groups consecutive characters under a single colour instead of colouring each character separately. Higher values create a chunkier gradient and shorten the output, which helps stay under the 256 character chat limit.
Each coloured character needs a full colour code, which multiplies text length. Increase characters per colour, shorten the text, or use the MiniMessage gradient format which is much more compact.
